OPEN LETTER

Built in Rouen in 1969 by the architect Robert Génermont, the Migrant Workers’ Centre “Foyer Moïse” is to be demolished. It is to be replaced by a social housing in which the residents of the current centre would get accommodations. 

However, residents are worried. They don’t see in the social housing project the spatial qualities, which implicate social and cultural qualities of the current spaces. A home that some of them have occupied since its inauguration.
While political, economic and even sanitary preoccupations seem, as often, to motivate the decision of demolition, it appears that the architectural quality and the integration of this human adventure into the history of the city are ignored.

Is ignored the reputation of the architect, chief architect of civilian buildings and national?monuments who received the “Prix de l’Équerre d’argent” in 1961.

Is ignored the possibility of refurbishment, where other projects of the architect have undergone it, such as the Cité Administrative on Rouen's southern quays and the Hôtel de Police, freshly renewed.

Is ignored the material’s quality, who has made it through the last fifty years when the new social houses already show signs of use. 

Is ignored the peculiarity of this Senegal-Mauritania adventure in this city since World War II.

Is ignored the rare symbiosis between the architectural style, its function and its inhabitants: these landings conceived as public squares or courtyards, these shared kitchens thought as villagers … that help maintaining a mutual aid between generations, lacked everywhere else. 

Is ignored the rarity of the experimental program of a Senegal Mauritania House in the global history of centres, crushed by the SONACOTRA, its intentions and harsh controls. This edifice is more than just an accommodation, it is a gathering and teaching space where culture and handmade products are shared. The Senegalese and Mauritanians from the huge industrial area of Rouen have contributed to this emissary dimension of the centre.

Is ignored the financial aid provided by the early states of Senegal and Mauritania to build this centre.

Is ignored the quality of the light, the offset and off-axis concrete walls that allow light to illuminate the hall of Honour. In the new project, it will be replaced by a 16-metre-long semi-buried blind corridor.

To all of this, the inhabitants of the Moïse centre hear those arguments:
-asbestos, without ever getting diagnoses; 
-Price, when the rehabilitation of the “Hotel de police” received aids from “France Relance” Program;
-Finally, shared playground project, when the inhabitants ask to become active members of the rehabilitation project and its funding.

But does anyone know what is about to be destroyed?
This is what this case study seeks to shed light on.

Robert Génermont, architect, has already asked for his building to be classified as a “Remarkable contemporary architecture” – RCA. Inhabitants, our association and other supporters ask for it too. Also, we bring new elements to allow the owner – Rouen Habitat – as well as the lessor – Coallia – to keep or destroy acknowledged.

Also, this approach is a shared manner to take a moment to observe and listen, in the wreckage, to what is about to disappear. A moment to consider what deserves to be saved of that half century of life, of this conception of a new way to live that didn’t deny its African origins.

It also means, after the time of the “barrage to the far right”, verifying whether we are capable of hearing and embracing this otherness, and allowing a particular house to escape the rolling mill of the “Plan for the treatment of migrant workers’ centres”.
After a phase of de-industrialisation, mass unemployment and now ‘virtuous’ re-industrialisation, this means that this centre and its residents have not become ‘too many’. They belong to our town and to our history.
It means listening to what is being invented here in terms of hospitality and solidarity, and realising that at a time of crisis, initiatives in this area are more valuable than ever. 

Taking this time also means going beyond the techniques of user consultation and realise that this city, that recently competed for the title of European Capital of Culture, wanted to create a dialogue between the Seine and the Senegal River.
We would be well advised to begin this dialogue here, in this house where these Senegalese and Mauritanian men live, born on the north and south banks of this river.

We could then consider what remains, what deserves to be saved, patched up, reinvented of this centre: common fire, men of the river’s embassy, cultural centre, grief and condolences space, invention and artistic or artisanal creativity spaces, restaurant, future projects.

We invite you to demand, to ask for this time. To really know what WE consciously decide to destroy.
